TO: Prospective Proposers
RE: Request for Proposal (RFP) 22-046 for Before and After Study
SunLine Transit Agency is requesting written proposals to engage a qualified firm to perform the task as described in the RFP. SunLine is soliciting services of a firm or individual to provide a Before and After Study under a service contract for evaluation of several 2021 Rider Initiatives. Written proposals are requested which will be firm and irrevocable for 120 days or until such time as SunLine has signed an agreement with the successful Proposer. The proposal of the successful Proposer will be binding upon SunLine’s acceptance of that proposal. The proposal should include price, delivery date, and all information needed to understand and evaluate the proposal, as well as any exception from SunLine specifications. SunLine’s specifications for this work and sample agreement are included with this packet and will become part of any agreement resulting from this solicitation.
Written proposals will be received until 2:00 pm Pacific Standard Time (PST), January 5, 2022 at SunLine Transit Agency via email at sparrish@sunline.org. Electronically sent proposals received after that time will not be considered and proposer is solely responsible to confirm proposal has been received at SunLine. Questions to the RFP are due by 2:00 PST December 23, 2021. Given the tight schedule for this RFP, Agency is requesting (not mandatory) the submission of references (Exhibit C, page 11) by December 23rd as well. As references are one of the evaluation criteria, receipt prior to the proposal due date will allow Agency to expedite the award of the contract.
The agreement to be entered into pursuant to this RFP may be subject to a financial assistance contract between SunLine Transit Agency and the United States Department of Transportation. If this project is subject to Federal financial assistance, and for any reason the Federal financial assistance is withdrawn, then and in such event SunLine Transit Agency may withdraw this RFP and/or terminate any agreement entered into in accordance with the RFP.
Federal funds are being utilized in the performance of this agreement.

SunLine Transit Agency reserves the right to accept or reject any proposal and to waive minor informalities or irregularities in the proposal process.

Please Note:
Where proposals are sent by mail, delivery service or delivered in-person to the SunLine Transit Agency Procurement Office, the proposors shall be responsible for the delivery to SunLine before the advertised date and hour for the opening of the proposals.
