Duties and Responsibilities

Under general supervision this position is responsible for compiling and analyzing a wide variety of ridership, scheduling, operations and field data to develop and maintain efficient fixed transit routes and regular and complex schedules. Performs run-cutting functions. The Transit Planning Analyst participates in the development of new and/or modified bus routes; the production of public timetables and driver schedules; and the gathering of a variety of performance data, including on-time performance, passenger loading and related data. Prepares bid materials and assist the Operations Department to post bids in accordance with the current M.O.U. Analyzes route performance data related to the number of drivers and available equipment for optimum use of resources; and sets parameters for run-cuts to achieve efficiency and meet budget constraints.

  • Compiles and analyzes traffic and operating conditions, passenger loads, ride-checks, Automatic Passenger Count (APC) and Automatic Vehicle  Locator (AVL) data, schedule adherence, running times, and other data to identify problems and determine if schedule or route changes are needed.

  • Conducts on-board surveys and analyses data to prepare reports.

  • Estimate cost for new and existing routes as well as updates and maintains scheduling data.

  • Conducts field studies for existing or proposed routes.

  • Composes draft and final operating schedules for new or modified routes with Agency’s computerized scheduling system.

  • Ensures cost efficiency

  • Assists Operations with preparation of bidding.

  • Investigates, responds to, and compiles complaints regarding schedules.

  • Manages the Bus Route Monitoring Program, Works with the Planning staff to assign manual ride-checks for special or unusual traffic check and/or surveys; assembles related statistical data and compiles reports. 


Minimum Qualifications

  • Educational requirements: High school diploma or G.E.D.

  • Work experience: Two to three years of directly related experience

  • Credentials/Licensure: Must have a valid Commercial Driver’s License “Class B: and DMV Physical Certification to be able to drive any agency vehicle.
